Quick answer
Dry skin lacks oil and is a skin type. Dehydrated skin lacks water and is a temporary condition — which is why oily skin can be dehydrated too.

Dry is a skin type: chronically low sebum. You are born with a tendency to it and it persists.
Dehydrated is a condition: not enough water in the skin. It is temporary, it can happen to anyone, and — the part people miss — oily skin gets dehydrated all the time.
1. How to tell them apart
Dry skin feels rough and flaky everywhere, all year. Dehydrated skin feels tight but may still look shiny, shows fine surface lines, and improves within days of hydrating properly.
2. Dry skin needs oil
Lipids: ceramides, shea, squalane, a richer cream. Adding water alone evaporates.
3. Dehydrated skin needs water, then a seal
Humectant on damp skin — glycerin, hyaluronic acid, panthenol — then any moisturizer over it. Without the seal, a humectant can pull water *out* in dry air.
4. Oily and dehydrated is extremely common here
Stripping cleansers, high heat, air conditioning and over-exfoliation all cause it. The skin then makes more oil to compensate, which people treat with more stripping — the loop.
5. Drinking water is not the fix
It helps overall health, but you cannot drink your way out of a barrier that is losing water. The seal is what holds it.
The quick test
Pinch a small area of cheek gently. If it creases finely and settles slowly, that is dehydration, not dryness.
