Water-based cleansers do not fully remove oil-based products. Sunscreen, most makeup and sebum are oil-soluble. An oil-based first step dissolves them so the second, water-based step can rinse everything away.
1. Step one — oil, balm or micellar, on DRY skin
On wet skin the oil cannot bind to what you are removing.
2. Emulsify with water before rinsing
Add water and keep massaging until it turns milky. Skipping this leaves a film.
3. Step two — your normal gentle cleanser
